How Conducted Tests Are Billed
Two separate meters
This is the important part, so it comes first.

They are different meters and they never mix. A student practising for IELTS on your portal does not generate a conducted-test charge, no matter how many tests they submit. A Testing Center candidate is not counted as a billable member of your organization, even though they have an account.
When a charge happens
A charge is created when a candidate completes a test. Not when you create the event. Not when you send the invitation. Not when they start.
The consequences are all in your favour:

Pricing
Set per organization on its Billing settings page:
- Currency
- Per-test rate
- Volume tiers, if you have them
Whatever the rates are at the moment a test completes are the rates that test is charged at. Changing your pricing next month does not retroactively re-price last month's sittings.
Statements
Monthly statement — open an organization and choose Billing. It lists the sittings that completed in the month, what each was charged, and the total.
Across all organizations — platform staff get Global billing, which shows every organization's month side by side.
Corrections
Nothing is ever edited after the fact. If a charge needs to be reversed, a reversal is added and both entries stay visible. A statement you have already sent to a customer never silently changes underneath them; a correction appears as a correction.
